Your Questions Answered from The State of the PMO Webinar

| by Matt Crawford

What specific practices and actions enable PMOs to reach high performance—not just define it?

QUESTION: This is my first time participating with your organization. The research was helpful and I was looking for info maybe one layer deeper - Not just what is important or what makes a PMO successful but details more on best practices that got them there.

First, thank you for joining the State of the PMO Webinar—and for asking such a thoughtful question. You're not alone in wanting to go beyond the “what” and really understand the “how.” Here are some of my thoughts:

Moving Beyond the Basics: How High-Performing PMOs Achieve Excellence

Organizations continue to invest in Project Management Offices (PMOs) to improve delivery, alignment, and strategic execution. Industry research—including insights shared during our recent State of the PMO Webinar—helps identify the characteristics that distinguish high-performing PMOs from their peers. However, a common and important question remains:

What specific practices and actions enable PMOs to reach high performance—not just define it?

Understanding the Limits of Research

Survey-based research provides valuable directional insight. It highlights trends, common capabilities, and differentiators among high-performing PMOs. At PM Solutions, our analysis is grounded in the experiences of PMO leaders across industries, allowing us to identify what top-performing organizations are doing differently.

That said, survey data has inherent limitations. While it reveals what high-performing PMOs prioritize, it does not always fully capture the how—the specific, often complex steps organizations take to achieve those outcomes.

There Is No One-Size-Fits-All PMO

One of the most important findings—both from research and decades of consulting experience—is that successful PMOs are not built from a universal template.

High-performing PMOs are intentionally designed to align with:

  • Organizational strategy
  • Business priorities
  • Corporate culture

While foundational capabilities such as governance, standardized processes, and performance measurement are critical, their implementation must be tailored to the organization’s unique environment.

Proven Approaches to Advancing PMO Performance

Drawing on more than 30 years of experience, PM Solutions has identified several practical approaches that consistently help organizations elevate their PMOs.

1. Engage with the PMO Community

  • Participation in professional communities enables PMO leaders to exchange insights, validate approaches, and stay informed on emerging trends. Organizations such as the Project Management Institute and its PMO Global Alliance provide valuable forums for collaboration and knowledge sharing.
  • Engaging with peers allows organizations to learn from real-world experiences and accelerate their own PMO evolution.

2. Assess and Benchmark PMO Maturity

  • A critical step in improving PMO performance is understanding the organization’s current state. Without a clear baseline, it is difficult to prioritize improvements or measure progress.
  • The Project Management Maturity Model from PM Solutions provides a structured approach to evaluating PMO capabilities across key dimensions of project delivery. Through a formal maturity assessment, organizations can:
    • Identify strengths and capability gaps
    • Benchmark against industry best practices
    • Establish a clear, actionable improvement roadmap
    • Track progress toward higher levels of maturity
  • This disciplined approach enables organizations to move beyond incremental improvements and pursue intentional, measurable advancement.

3. Leverage Thought Leadership and Practical Resources

  • Continuous learning is essential for sustaining PMO effectiveness. Access to proven frameworks, case studies, and expert insights can significantly accelerate improvement efforts.
  • PM Solutions offers a comprehensive library of thought leadership focused on PMOs, including practical guidance on governance, structure, and performance optimization. Explore the Insights section here:

  • These resources are designed to help organizations translate theory into actionable strategies.

Achieving a high-performing PMO is not the result of a single initiative or standardized model. It is an ongoing process that requires deliberate alignment with organizational goals, continuous assessment, and a commitment to improvement. By combining data-driven insights with practical experience, organizations can move beyond understanding what defines success—and begin to systematically build PMOs that deliver measurable business value.
